Patrick O’Rourke’s career didn’t start in a dental office. It started inside the insurance companies that control dental reimbursement.
At MetLife, Patrick built dental provider networks — recruiting practices, structuring participation agreements, and establishing the fee schedules that would govern what those practices earned. He saw firsthand how carriers determined reimbursement rates, which practices got favorable terms, and why.
He moved to Humana in Atlanta, where he managed large-group operations overseeing 100+ employees. He designed dental plans, opened new markets, and worked at the intersection of carrier strategy and provider economics.
In short: Patrick didn’t learn about insurance contracts from a textbook or a webinar. He helped build the systems that create them.
The deeper Patrick went into carrier operations, the clearer a pattern became: dental practices were systematically undercompensated by their PPO contracts, and most had no idea.
Fee schedules were set by carriers to benefit carriers. Practices signed participation agreements without understanding the long-term financial impact. And once those contracts were in place, they rarely got renegotiated — because the process was opaque, time-consuming, and designed to discourage exactly that.
The practices losing the most were often the busiest — high-volume providers whose large patient bases gave them significant leverage they didn’t know they had. Patrick saw the gap. Providers needed someone on their side who understood how the system actually worked.
In 2013, Patrick founded Practice Quotient with a simple thesis: dental practices deserve the same caliber of insurance expertise that carriers have on their side of the table.
